PUBLIC SERVICE METHODS

With a view to improve the quality of service provided to citizens, the Department of Lands and Surveys has decided, as of 12 April 2023, to introduce new alternative ways of providing services to the public regarding the submission of applications and the receipt of documents, depending on the applicant's wish/choice:

A. Applications / Declarations to be made in person.

  1. Without an Appointment at the competent District Lands Office (DLO):

Only for the submission of applications concerning the Registration of Encumbrances on Property or Prohibitions against Natural or Legal Persons, at the DLO of the District where the property is situated.

  1. By arranging an Appointment at the District Lands Office (DLO):

Only for Declarations of Transfers (Donations / Sales / Exchanges) and Mortgages. The submission of all necessary documents is effected at the DLO the applicants wish to have the legal transaction processed. Once the validity and completeness of the documents have been verified by the DLO, the applicants shall be notified, of the date and time of the appointment to process the transaction, either by telephone or via e-mail.

B. Applications made without physical presence.

Regarding all applications not falling under the category A above, the applicants may use the following alternative ways of submitting an application:

  1. Online submission for all applications provided through the e-Services of the DLS PORTAL (e-Services). Citizens who are able to select this method of submission are recommended to do so.
  2. By sending an email to the competent District Lands Office:

In the email sent, it is necessary to include a postal address and contact telephone number.

  1. By post, sending the original documents to the postal address of the competent District Lands Office, indicating the applicant's postal address, contact telephone numbers, as well as the email address for sending the relevant link for payment through JCC Smart Service.
  2. By placing the original documents in the special box located outside each District Lands Office, at any time of the day, clearly stating therein, the applicant's postal address, contact telephone numbers and e-mail address so that the relevant link for payment through the JCC Smart Service can be sent.

We also inform you that:

  • The applicant's signature on the application form must be certified and a photocopy of both sides of the applicant's identity card/passport/ARC (foreigners) must be attached.If the application is made through email, it is not necessary to submit the original documents, except in exceptional cases where this will be requested after submission. In such cases and if requested, the original documents should be delivered in an envelope placed in a special box outside the DLO at any time of the day.
  • In all cases, it is mandatory to indicate the name and identity of the applicant, his/her full address, e-mail address and contact telephone number.
  • Once the application is received, the applicant shall be informed by email that the application has been received and is being processed.
  • If all conditions for acceptance of the application are met, a File Number shall be assigned thereto and the relevant fees and charges shall be calculated.
  • The applicant shall be informed accordingly by email and provided with a link for payment through the JCC Smart Service.
  • The receipt of payment shall be emailed by the JCC Smart Service to the applicant.
  • The deadline for payment is 3 (three) working days. In case the applicant does not proceed with the payment, his/her application shall be rejected and he/she shall be informed by e-mail.
  • The JCCSmart payment procedure may include existing applications for which the collection of fees/rights is pending.

The online platform https://portal.dls.moi.gov.cy, provides information, instructions and forms for the submission of applications.

The following methods of receipt of/delivery to applicants of applications for the issue of plans, copies of certificates of registration - copy of title deeds and search certificates are applicable:

  1. In person, at the District Land Office, after being informed by telephone and/or through e-mail, for the date of receipt.
  2. By post.

Citizens are encouraged to register with the CYLOGIN/ARIADNI system, both for services provided by our Department as well as other government Departments/Services, in order to be able to submit electronically the applications they need and which are available under category B.1 above.

The Department intends to continue to pioneer the application of information technologies in order to provide a more immediate and user-friendly service to citizens, especially as part of the restart of our country's economy.
