The Permanent Secretary of the Ministry of Interior, Dr. Elikos Elias, during an information session held at the Ministry of Finance on Friday 10/11/2023, announced in his introductory speech the implementation of a new simplified procedure for issuing title certificates. Representatives of Competent Building Authorities, the Department of Town Planning and Housing, the Union of Municipalities, the Association of Banks, Financial Institutions, Cyprus Scientific and Technical Chamber (ΕΤΕΚ), the Land Registry Board, and the Association of Land Development and Buildings Entrepreneurs, were invited and participated in the session.
The aim of the new procedure is to accelerate the procedures for issuing title certificates, concerning applications for horizontal and vertical divisions of plots or residential units (apartments and houses). The new procedure will enter into force on the 2nd of January 2024.
With the implementation of the new procedure, in order for an application to be accepted by the Department of Lands and Surveys (DLS), the external demarcation and surveying work of the development must have preceded, and all the required data/documents must be submitted, including the certificate of approval of the division permit, any consents of mortgage lenders, distribution agreements, etc. No application will be accepted without the submission of all documents required for the examination of the application.
Therefore, based on the correctness and completeness of all required documents, a substantial reduction in the total time of completion of the application and issuance of the title certificates by the DLS will be ensured, which will be limited to an average of about three months. Delays may occur in exceptional cases where there will be other unforeseen external factors.
