LEGAL SUB-SYSTEM

The Legal Subsystem of the Lands Information System (LIS) includes a wide range of functions/applications/business processes relating to the registration and tenure of immovable property, the registration of rights and encumbrances/restrictions, the forced sales, the registration by will and the inheritance, the easements, the transfers and mortgages, the ownerships, the partitions, the grant/lease/exchange of government land and many others.

The functions of the LSS are categorised under the following headings:

  • Application Maintenance
  • Occupied Areas
  • Data Capture
  • System Support and Administration
  • Enquiries (Data Search)
  • Reports

Application Maintenance

This group of programs includes all functions (approximately 100) which are used for handling and processing all applications accepted by the local District Land Offices, and all other services offered by the Department and performed in accordance with the relevant Legislation, Regulations and practice of the Department. Below are the different groups in which these have been divided:

Occupied Areas

This group of programs handles the data of the immovable properties in the occupied areas of Ammochostos and Kyreneia districts, the land registers of which are under the control of the Turkish troops. Pursuant to special legislation enacted after July 1974, the District Land Offices of Ammochostos and Kyreneia were relocated to the free areas, created new registers and issue certificates of ownership of the Turkish-occupied property, instead of the usual certificates of registration. This group of programs includes programs for accepting almost all types of applications except those requiring local inspection; programs for enquiries and on-screen data display, and reporting programs for printing certificates and other property details.

Data Capture

The group of programs for the Data Capture (DC) was completed in year 2001. Immediately afterwards, the work of the DC began, the aim of which is to copy the land registers of the free areas and part of the Turkish occupied areas, along with importing all the information contained in them into the LIS as accurately as possible. Historical (deleted) data are excluded. This group of programs includes programs for recording in and maintaining the digital land registers (Land Database), maintaining the archives on natural and legal persons, survey programs, and reporting programs.

System Support and Administration

This group of programs includes programs that enable the operator to correct data that is incorrect due to problems that have occurred during the transfer from the Initial File Creation System (previous system) or due to typing errors. Details of all changes are stored in the LSS, for both historical and documentation purposes. In addition, this group of programs includes programs that assist in the overall management of the LSS, such as the administration of the various codes, sub-properties, access, etc.

Enquiries (Data Search)

This group of programs gives the operator access to a wide range of information. This data may be arranged in numerical or alphabetical order and may be of a specific nature or description, or historical.

Reports

At this stage, the existing LSS reports satisfy to a large extent the needs of the Department, both for internal use and for the provision of information to citizens. These have been grouped into the following categories:

Wide-Use Reports

Includes reports for owners and properties, property reports, dossier reports, etc.

Encumbrances

Reports on personal encumbrances, encumbrances on property, revocations of powers of attorney, etc.

Correspondence

Includes standard letters sent by an officer to citizens, for setting a date for a local enquiry of their application, for providing additional documents, etc.

Verifications

Includes verifications and receipts issued by the District Lands Offices, such as receipt for the deposit of an application.

Lists of files

Various lists are included for internal use such as the list of mortgages, the list of transfers, and the list of sale contracts.

Lists (of properties/persons/ownership))

Various lists are included for internal use such as the owner registration list by period, the index of property by region/section.

File statistics

Various statistics are included which are used in the Department's Annual Report, such as the number of transfers and the number of mortgages, etc.

Certificates 

A number of certificates are included (some of them pre-printed) such as the certificate of registration which is printed on A3 size luxury paper, search certificates etc.

Monthly File Statistics

It includes reports which provide details of the monthly statistics, such as a list of the DLO files per district, prefix, type of file, period, etc.

Immovable Property Statistics

It includes reports with statistics on properties, such as the number of properties sold and their value per area, category, type, sub-ownership, period, etc. These reports are available for printing by the LSS operators, either directly or in bulk.
