CILIS ADMINISTRATION AND SUPPORT

This Sector's mission is the optimal administration and support of the Land Information System of the Department of Lands and Surveys. The development of electronic services and applications are also included in this strategy, aiming to the achievement of good governance and fulfilment of the criteria and visions of the Lisbon Strategy with regards to e-government.

This Sector is responsible for:

  • The implementation of both automated systems and manual processes which are engaged in information processing,
  • Information in the sense of any form of input and output data of the information systems,
  • The infrastructure, i.e. the systems, networks and facilities that facilitate the use of applications,
  • The staff that designs, organises and implements the information systems,
  • The operation of the Central Help Desk and Operational Assistance Office, both for the Head Offices, as well as the District Land Offices,
  • The management and maintenance of the Land Information System (LIS),
  • The operational functions and the redesign of the Department's processes,
  • The further development, improvement, monitoring of the LIS and the development of new strategic options,
  • The design of new information systems and technical architecture,
  • The evaluation of investments in information infrastructure,
  • The exploration and evaluation of outsourcing possibilities,
  • The implementation of new web applications and further upgrading of the LIS,
  • The LIS data storage and their recovery in case of disaster,
  • The harmonisation of mechanisms for the collection, conversion, transfer, billing, provision, exchange and use of data and information between users of the LIS and the National Land Information System, in cooperation with the competent branches of the Department,
  • The implementation of the new Web Platform DLS PORTAL,
  • The upgrade of the LIS, the implementation of the project for the development of cadastral data infrastructure in the Department, and of the Strategic Plan for its development and expansion. (For the first time a new integrated IT strategy for the Department “DLS IT STRATEGY” has been implemented),
  • The quality control of the data and assurance regarding their validity and integrity,
  • Setting standards and specifications for data storage and lock-in,
  • The development of the backup system for the processing of legal transactions, in case of system failure,
  • The risk management regarding the operation of the LIS, the DLS PORTAL and other systems,
  • Conducting trainings and preparing educational material related to online services,
  • Establishing guidelines and implementing the procedure for the submission of applications by e-mail to the District Land Offices.
  • The management of issues related to the management of horizontal projects (e.g. Government Data Warehouse, Ariadne), related to the data and services of DLS.
  • New electronic services are continuously being added to the "DLS PORTAL" in order to reduce the number of citizens visiting the District Land Offices.
  • Documents are being prepared for the upgrade of the DLS PORTAL infrastructure in order to improve the control and security, monitoring and automatic alerts infrastructure.
  • The renewal of the DLS PORTAL and in particular the upgrade of part of the existing static environment "look and feel / navigate upgrade" of the DLS PORTAL, as well as the study for a specialised DLS Mobile Application is in progress.
  • The continuous implementation of the Department's DLS IT Strategy is in progress. In this context, the upgrade (Part A) of the Geographic Subsystem of the Land Information System (LIS) is expected to be completed by February 2022. The upgrade, which is a project of great strategic importance for the Republic of Cyprus, will include the latest in LIS technologies for the performance of cadastral processes.
  • As part of the above upgrade, the Department will also install a specialized platform with Data Analytics and Dashboards. In this way, the Department is entering a new business intelligence environment for faster decision-making purposes by the Administration, henceforth based on "online" real data.
  • In the beginning of October 2021, the tender for the B Phase of the LIS Upgrade, which concerns the Legal and Valuation Part, was announced. The budget for this project amounts to 14 million euro, and forms part of the projects announced by the President of the Republic.
