The Survey Sector carries out the full range of tasks related to land surveys and land mapping, including the collection, verification, processing, analysis, finalisation, storage and management of all relevant land measurements and data. These tasks include field survey work, updating the official cadastral plans and the geographical databases of the Land Information System (LIS), which store the cadastral boundaries of properties and all geographical information related to these boundaries. The field survey work can be undertaken by both technical engineers/surveyors of the Department and by private Licensed Surveyors. While, the control/supervision of such work, including that of private licensed surveyors, the update of the cadastral plans and the entry of data into the LIS databases, are carried out solely by the Branch.

  • An active participation and contribution of the Sector in the ongoing upgrade procedures of the geographical part of the LIS, which are expected to be completed within 2022, aiming to have all the personnel working in a single environment, using all the tools and information levels available. Furthermore, the aim is to make maximum use of advances in technology through the new system, to simplify and improve the case management procedures in the Branch.
  • Educate and train the personnel in the use of the new system which will be implemented by upgrading the geographical part of the LIS, in order to ensure that the transition to production level is carried out in the smoothest way possible.
  • Continuous monitoring and upgrading of the quality of the data stored in the geographical databases of the LIS.
  • Study, plan and group cases to increase productivity. Redeployment of the Branch's personnel in the various sections, utilising their strengths and skills, in order to make the Branch’s operations more effective and efficient and reduce the caseload in the sections where there is a greater accumulation.
  • Contribute to the efforts of the Department's Management to review and simplify the procedures followed in order to reduce the number of stages in the processing procedure of cases and to reduce the number of field visits.
  • Support and expansion of the applications of the online service platform, DLS Portal, to the Survey Sector, in order to automate the exchange of data and information with private licensed surveyors, other government departments and citizens.
  • Intensify efforts to replace the cadastral background with a new digital background, through the publication and adoption of new cadastral plans of high accuracy and credibility, via the re-survey project. The utilisation of the plots resulting from the sporadic re-survey, so as to expedite the process and adopt a larger number of plots.
  • The adoption of the photogrammetric method of mapping using unmanned aerial vehicle (drone) technology, for a more efficient processing of cases, especially in areas where access by ground-based means is difficult; and for field checking purposes, in areas where the re-survey project has been completed.
  • The Branch’s contribution to the completion of the compulsory issue of title deeds project.
  • Continuation of the work concerning the survey, and preparation of plans for the grant of leases to refugees residing in housing units built on Turkish Cypriot land.
  • Completion of the work of recording and assessing the value of school units.
  • To continue the assignment of survey cases by the Department to private Licensed Surveyors, through tenders, and to provide them continuous training and support from the Survey Branch.
  • Make use of the products of the new aerial mapping carried out around the end of 2019 with standards of greater precision, in the planning stage and in the study and review stage of case processing.
  • To continue the involvement of the Branch in the effort to maintain the Department's ISO Certification.
