APPLICATIONS SUPPORT SECTION

The Department's Applications Support Section aims at the provision of daily and uninterrupted operational support to the users of the LIS, who make extensive use of the LIS subsystems in their various legal transactions. This Section acts as the link between the Department’s branches and the support section of the Department of IT Services. Moreover, it is involved in the management of the databases from a work-business structure, checks the compliance of the data against defined specifications and disciplines the data, organizes and supervises their correctness and supports the data administrators for all their daily needs. The Officers of this section are responsible for the delivery of nationwide staff training and awareness programmes.

The Head of the Branch is directly responsible for classifying the needs and setting priorities. This Section is divided into 5 subsections, each having their own specific tasks. Meanwhile, the heads of the subsections are constantly interacting with the Head of the Research and Development Section, in order to continuously redesign the processes, record all new needs that arise, and implement the Department's objectives, with an eye to future technological developments.

The Applications Support Section is divided into the five (5) subsections as follows:

This Subsection provides support in relation to all procedures falling within the responsibilities of the Registration and Tenure branches. These include all handling and processing operations related to all applications submitted to and accepted by the local District Land Offices, and to all other services offered by the Department and conducted in accordance with the relevant legislation and regulations.

Furthermore, these programmes support all procedures concerning data about Turkish occupied immovable properties in the districts of Ammochostos and Kyreneia, and data collection on areas that have not yet been included in the LIS. In addition, there are additional programs, which enable the operator to correct data that are incorrect due to problems that occurred during their transfer from the Initial Record Creation System and/or problems encountered in daily legal transactions.

The Subsection’s tools form the basis on which all levels of information within the Department are built, and are directly linked to the Land Register.

This Subsection provides support in relation to all procedures falling within the responsibilities of the Valuation and Management of State Lands branches. It is responsible for the user support of the Land Information System. Additionally, it is responsible for the development of the various operations and programs relating to the Valuation Branch in all districts, and for their continuous upgrading, by assessing the new needs and technologies in the areas of compulsory acquisitions, requisitions, general valuation and revaluation, special valuations, etc. At the same time, the analysis team is involved in analyses and market research for the determination of property parameters and prices, and provides technical support to the data collection work for property revaluation purposes. This team further decides its own 'ad-hoc' applications, using geographic land information systems.

This Subsection is also involved in property taxation, by making the necessary information available to all local authorities, community councils, the Inland Revenue Department, Sewerage Boards, etc., for tax purposes.

Moreover, this Section supports the processes of the Management of State Lands Branch leading to the seamless operation of the new program for monitoring leases and rights of use, including studies for continuous upgrading and full computerisation of the records and procedures of the branch (applications/decisions made by other Departments, etc.).

This Subsection provides everyday user support to the Land Information System and acts as a link between the production users of the "LIS", who may work in the Department, in the field or for the Support Section of DITS.

All software related to Geographic Information Systems and especially those directly related to land surveying and cartography, and all the procedures of resurvey that fall under the above mentioned, can be found in this subsection. This Subsection is directly responsible for the development of applications in geographic information systems, while at the same time, it provides the necessary expertise to the other branches of the Department, as well as to other Departments and Services, which need to develop their own applications. It is also responsible for the continuous training of staff in new technologies, implementing proper arrangements and supervision of data entry work and smooth running of all survey routines of the LIS and of the individual geographic subsystems.

This Subsection is involved with all aspects of integration in the Land Information System. The integration of all processes of the System and of the Department is the key to the success of and the main reason why the LIS serves as a benchmark of its kind worldwide. The system's ability to provide integrated products is very important and should be further extended, through a simplification of procedures, so that the System can meet the expectations of the times, both for the users within the Department, and for other Departments, Services and the public.

All software for the provision of integrated products, ad-hoc provision of centralised data, can be found in this subsection, while in the same time, it is involved in data quality, synchronisation and other related issues.

The Subsection deals with the whole range of new electronic products and services, which have been launched in the Department and will be significantly expanded in the future, due to the fact that most of the operations related to the interface with other services will operate online. Meanwhile, the latest technologies regarding new global software and database management software are now operating web format.

The Subsection supports all future upgrading of the LIS to web-based applications and solutions. The needs of all Departments and Services of the Public and Semi-Government Organisations, Municipalities, etc., and of the public at large, expect from the Department, which already operates as the data core of the field, prompt and easy-to-use solutions for the user. The Subsector's acquired expertise is expected to be proved essential for the management of this new challenge called the Internet. The internet is leverage for the Department to open up to the citizen who needs information. The change of culture in the Department, which is now becoming an immediate and urgent need, is of great importance. At the same time, this change should be in line with all the current technological requirements, keeping, though, the rights of the citizen always remaining at its core.

Moreover, this Subsection is expected to play an important role in redesign issues, through the reorganization of processes, in order to create the necessary "back office" infrastructure, which is essential to the success of the whole project that we will be called upon to undertake as a Department. The Subsection is also closely monitoring and supporting the existing Department website. The objective is to establish the "electronic department of lands", which will allow the citizen to process all his/her applications, through a computer, without the need to physically visit the Department, as mandated by the European Union. To this end, the Department has already launched the DLS PORTAL.
